-9999: Data missing

Notes
1. Same as the raw ICATS files, with the data extracted into columns.
2. Time is corrected to account for the errors in timing in the raw ICATS files
   (i.e. delta time values of 0 or 2 seconds have been eliminated)
3. Data that are indicated by special characters (i.e. <,>,?) have been replaced with -9999,
   the missing data flag
